INSIDE THE PROJECT

The Solids Management Upgrade Project is led by the Kokosing/Plocher and Crawford, Murphy & Tilly (KP) Design-Build team, combining extensive solids handling, wastewater, and incineration expertise. The work spans both the Bissell Point and Lemay facilities, delivering new solids processing buildings, upgraded dewatering systems, and state-of-the-art fluidized bed incinerators. KP’s approach centers on robust design, collaborative workshops with St. Louis MSD’s Project Clear, and early vendor engagement to deliver reliability, safety, and operational efficiency. Through innovative concepts, 3D modeling, and streamlined construction sequencing, the team is providing a cost effective, maintainable, and future ready solution.

WHY IT MATTERS

This project will deliver a safer, more efficient, and more sustainable solids handling and incineration system that significantly improves plant reliability and operational resiliency. By replacing aging multiple hearth incinerators with modern fluidized bed technology, MSD Project Clear reduces emissions, energy use, and long-term maintenance burdens which benefit ratepayers and the surrounding community. Approved alternatives will enhance access, safety, odor control, and building efficiency, while thoughtful construction sequencing maintains continuous plant operations. The design’s emphasis on collaboration, innovation, and operator focused functionality will result in a forward-thinking solution that strengthens environmental compliance and protects community health.
