Water Resources Wincester Water Treatment Plant

The Winchester Water Treatment Plant was Phase II of a multi phased Guaranteed Savings Contract for the City of Decatur, focused on improving the quality of the City’s drinking water, increasing capacity, and addressing residuals that were causing issues at the City’s wastewater treatment plant. This phase of the project was initially planned to be a renovation to the existing 1960’s era plant, but after carefully analyzing various options during design, it was determined constructing a new plant would be a more cost-effective solution for the City.

The collaborative efforts put forth during design by the Owner, Engineer, and Kokosing team allowed the City to realize hundreds of thousands of dollars in real savings by constructing a new plant instead of renovating the existing. This approach further allowed the existing plant to remain in service during construction, limiting critical shutdowns, and allowing the project to be completed two months ahead of schedule.
